Mr Gregson added that cash was the only asset class that could fulfil the remit set to him by many clients at the moment: not to lose capital.

Such is the market uncertainty that Barclays is allocating a substantial 45pc of low-risk investors' portfolios to cash. Move up the risk appetite scale and the proportion is reduced to 12pc for those who want moderate risk and 7pc for those who have high tolerance.

Barclays uses a mixture of floating-rate notes, short-term bonds and instant-access accounts for its clients' cash allocation ? with at least half of the money in instant-access accounts for liquidity purposes.

Mark Dampier of Hargreaves Lansdown, the advisory firm, said cash was the more attractive asset for investors right now.

"While many cash accounts fail to beat the rate of inflation, at least your capital is protected if you keep it in cash," he said. "It may be an unpopular view among advisers, but the markets can lose you money."

Mr Dampier added that although fixed-rate accounts might offer a greater return on your money than the "cash park" facilities found on fund supermarket platforms, the most important thing about today's market conditions was keeping your assets liquid.

Cash parks allow investors to "park" their cash before investing it in an Isa, protecting its tax-free status and buying the individual more time to choose which fund to invest in. You can then return to the investment platform when you consider there is a worthy investment opportunity and transfer your money into a stock or fund without losing its tax-efficient status.

The cash park on the Hargreaves Lansdown platform pays 0.25pc for deposits of more than ?50,000, 0.1pc for less. Fidelity Fundsnetwork's cash park facility pays Bank Rate minus 0.2 percentage points ? currently 0.3pc. Bestinvest's facility pays 0.25pc on deposits of more than ?20,000, but nothing for smaller sums.

Mr Dampier said: "The market moves so much at the moment that there may be a buying opportunity today that has passed in a week. If your cash is locked away in a 30-day notice account, that is no good," he said.

"Yes, you may not get an inflation-beating return in the cash park, but your capital is protected and your portfolio liquid."

While savers' fears about investing in the market are well founded, Adrian Lowcock of Bestinvest urged them to steel their nerve if they could.

"There is no doubt that the uncertainty in Europe, particularly around the Greek elections, has put investors off. It is important that, if you do put cash aside in an Isa or Sipp while waiting to invest, you actually take action and invest it. Don't forget about it," he said.

"It is human nature not to act in times of crisis. Ultimately when investing they buy high and sell low, when in fact they should be looking for the longer term and buying on weakness, not waiting for a rebound."

The euro crisis has hit this year's Isa investors hard and their caution is understandable. Last week?The Daily Telegraph's?Your Money?section disclosed that many savers will have seen as much as 25pc wiped off the value of their fund in just three months as global economic fears intensified.

Several of the biggest and most popular funds have been hardest hit. Aberdeen Emerging Markets, for example, was one of the best-selling Isas in the run-up to the end of the tax year. But anyone who invested ?10,000 in mid-March would now be sitting on a fund worth ?9,156, according to Morningstar.

An investor who bought the popular JP Morgan Natural Resources fund would have seen a ?10,000 investment fall by almost ?2,500 to just ?7,683 ? which means that the fund needs to climb by more than 30pc from here just for savers to break even.

And there is little sign of relief on the horizon despite the Greek election result, which did not rule out the threat of the country exiting the euro.

Fund managers are in a cautious mood, too. A survey of 260 asset managers across the globe by Bank of America Merrill Lynch found that cash positions rose to 5.3pc in June, levels similar to those seen at the height of the financial crisis in January 2009 and the highest since March 2003 and December 2008.

Falling sipp rates

The rates paid on cash by Sipp providers have come in for criticism in the past ? last year several financial advisers branded them as "unacceptable".

Investors who choose to keep Sipp allowances in cash frequently earn Bank Rate (0.5pc) or less; the average rate is just 0.75pc, according to Investec Bank.

With inflation still riding high at 2.8pc, this gives negative real returns for hundreds of thousands of pension investors.

Advisers said that on average investors held almost 10pc of their Sipp in cash. Investors are allowed to deposit ?50,000 or 100pc of their salary a year into a pension, whichever is the lower. This means that potentially ?5,000 a year of pension savings is guaranteed to be eroded by inflation.

The average amount of cash held in a Sipp is ?39,000, Investec said, with some investors having as much as ?50,000 in cash ? built up over years of pension contributions.

Lionel Ross of Investec said: "The stagnant Bank Rate is having a knock-on effect on the rates paid on the cash element of Sipps. Advisers are now waking up to the need to challenge their current cash account provider to ensure that their clients are getting the highest possible returns on their deposits, which should in turn enhance overall pension fund performance.

"Given ongoing market volatility, investors, particularly those nearing retirement, are increasing their cash allocation. However, it is essential that they check that this money is held in an account paying a competitive rate of interest."

Around ?90bn is held in Sipp accounts nationwide.

Not all Sipp cash rates are bad, however. Investec's own offering pays 2.25pc for sums of ?25,000 or more. James Hay Partnership pays between 1.4pc and 2.9pc, and Hargreaves Lansdown said it offered fixed deals paying up to 2.5pc for Sipp holders who wanted to hold cash for three months or more.

But Darius McDermott of Chelsea Financial Services warned investors to avoid cash funds. "There are funds that invest in cash or cash equivalents but other than providing more of a 'safe haven' for your money, as they invest across more than one financial institution, they offer little incentive at the moment. Most are returning only in the region of the Bank Rate so you'd be better off in a bog-standard savings account," he said.

Moneyfacts, the financial information service, said a higher-rate taxpayer would need to find an account paying at least 4.7pc to negate the impact of tax and inflation. However, there are few accounts available that will pay this much, meaning that once people have exhausted their Isa allowance they will struggle.

Basic-rate taxpayers have more luck, with 210 accounts that overcome both the effect of inflation and the taxman's cut by paying 3.7pc or more.

Birmingham Midshires has a three-year fixed-rate bond that pays 4pc and can be opened with a deposit of just ?1. Secure Trust Bank's five-year fixed-rate cash bond requires a larger deposit of ?1,000 but pays an impressive 4.45pc.

A booming business is coming out of payday loan applications without having to lend any money at all.

Payday loan companies, located in stores and on the web, are bringing in loads of loan applicants who fill out personal information on their loan applications. These potential customers are looking for quick cash to help them out of a financially stressful bind and do not necessarily read the fine print on the application. If you see, most often in small type, the words ?not a lender? then the business you are dealing with is not the company who will be lending you money. This business will take your information and sell it off to a lending company as a profitable ?lead?.

These leads get sold off in auction type sales to companies who do the money lending. This business is growing rapidly and regulators are getting a continuously growing number of complaints. It seems that there are some scam companies who are purchasing the ?lead? data, but are using the information fraudulently.

In auctions style bidding, the sale goes to the highest bidder. The bidder may be a legitimate lender or a scam company who now has enough information which is financially sensitive to start making unauthorized withdrawals from bank accounts. The Consumer Financial Protection Bureau director, Richard Cordray, spoke of his concern at a hearing in Birmingham, Alabama.

As complaints continue to rise in number, so do the profits of lead generating businesses. The business practices of lead generators usually hold their operation details behind closed doors, but there have been a few who have spoken briefly about the practices. Once ?lead? data has been collected the information gets sold to the highest bidder. A lending company might put a $100 bid to have the ?first look? at an applicant as a potential client, while another company might bid $80 for the ?second look?. The ?lead? information eventually gets sold to a lender who will make efforts to close the loan deal.

A borrower fills out an application and the information gets tested for authenticity against stored databases of home and email addresses. Once it passes the filter, it gets sent into an electronic auction and lenders will have seconds to make a decision as to whether or not to purchase the lead.

Two of the complaints being made:

1. Foreign companies purchasing the information and calling the numbers putting pressure on person to make payments on debt which they never made.

2. Some lenders are acquiring the leads and lending to clients misrepresenting their loan fees and at times wrongfully debiting bank accounts.

Some lenders are also lead generators. There will be a disclosure sentence informing the applicant that the business loans and finds lenders. If the company you apply with will not fund your loan for whatever reason, your information will be sold to another lender. Counterfeit companies will take the information without even completing the form, where legitimate companies will only sell information if the application was fully completed and sent in. Eleven states make it mandatory for companies who are payday loan lenders to have licenses; a bill to make lead sellers obtain licenses as well did not make it through the Senate.

A voluptuous, front-engined 4.3 V8, alloy-bodied convertible costing about ?150k in standard guise (although Ferrari fitted another ?52k?s worth of options onto the one they lent us), its capacity to get to 62mph in under four seconds is questionable in traffic and its 192mph top speed is entirely redundant.

But trickling along King?s Road ? where every other car seemed to be a Bentley, Porsche or Maserati ? it was almost entirely at home. Its other claim to city friendliness was apparent every time the car was stopped in traffic ? the engine cut out and restarted when the throttle pedal was squeezed. This is thanks to an optional stop/start system, which while it doesn?t make the California a rival to the Prius, does shave about 20 grams of CO2 from every kilometre it covers.

The car?s low-slung driving position, thick pillars and broad, curving bodywork are less urban-friendly, but the ride is pleasingly un-knobbly and the steering light and accurate. Take the California to the country on an open road, and the thing howls like a banshee and becomes lithe, indecently rapid and engaging without feeling skittish, and our car?s seven-speed, twin clutch transmission aided this by being ultra speedy either in automatic or paddle shift mode.

(AP) ? It wasn't that long ago that Anthony Giancola was considered one of Tampa's top young educators, consistently receiving great reviews from superiors and affection from students who called him "Mr. G." He focused on special-needs children and helped expand a program that allowed teens to train dogs to help disabled people.

By Saturday he was in jail, being held without bond, accused of a crime spree that killed two and injured nine. Authorities say over a two and a half hours Friday, he stabbed four people at a group home for the hearing impaired, rammed his car into a group of people, tried to run over a boy on a bike and then assaulted a couple who ran a motel.

"This is the worst of the worst here because this appears to be a random crime," said Pinellas County Sheriff Bob Gualtieri. "There's no nexus . no connection between the suspect and the victims as we know it."

Detectives have not given a motive for why Giancola went on a rampage, though the sheriff said Giancola told his mother after the rampage: "You'll be very proud of me, I just killed 10 drug dealers."

It's also something of a mystery why Giancola's once-successful life took a downward spiral, though a series of events ? including the crack cocaine arrest that ended his career ? offers some clues.

He started teaching at a middle school in Tampa in 1991. By 2006, Giancola was in charge of the Dorothy Thomas Exceptional Center in Tampa, a K-12 school for at-risk kids, after working with special-needs kids at other schools. There, he expanded a program called Kids and Canines and proudly sung the praises of a teacher who started the program and won a national award for her work.

He was promoted that summer to principal of Van Buren Middle, also within the Hillsborough School District. Other educators knew that he had some personal problems; he had taken a leave of absence for three months earlier in his career to manage some obesity issues. Many probably didn't know that he had filed for bankruptcy in 1990.

It was December 2006 when Giancola did something that would set his downfall in motion: That's when he first tried crack cocaine. In February 2007, he was arrested for buying $20 of crack from an undercover police officer during the school day in his office at Van Buren. Giancola eventually pleaded guilty to purchasing crack cocaine, possessing crack cocaine and possessing marijuana. Court records show he was sentenced to a year in jail and three years of probation. He told officers that he had spent hundreds of dollars a day on crack.

After his arrest, Giancola spoke with reporters outside the jail. He was forthcoming about his problems.

"I know I've disappointed a lot of people," he said at the time. "I need to get my life together. And then maybe from that, other people will learn not to make the mistakes I've made."

Despite serving time in jail, he didn't get his life together.

He and his wife divorced in 2009.

In 2010, he was arrested again, while sitting in his car at 3 a.m. He was charged with violating his probation, prowling and loitering. Officers found a large butcher knife at his feet.

Then came Friday. Authorities have given this account:

The crime spree began shortly before 10:45 a.m. in Lealman, a small city in Pinellas County, about 20 miles west of Tampa.

Giancola went to a group home for the hearing impaired and stabbed four people. Justin Lee Vand, 27, died at the scene, and Mary Anne Allis, 59, died at a nearby hospital. Injured were Danielle Whitney Gilbert, 25, and Janice Denise Rhoden, 44. Of the two wounded, one person was reported to be in serious condition. A child who lived there was not home at the time, said neighbors, who were stunned by the day's events.

"It's crazy," said Ken Seidl, 52, who lives down the street from the group home. "There's always problems in this neighborhood. Drugs, prostitution, but never (anything) this drastic."

Shortly afterward, Giancola went to the Kenvins Motel in the nearby city of Pinellas Park, where he used a hammer to attack the married couple who own the motel. Kanu and Indiranden Patel, both 57, were taken to a nearby hospital. The husband is in critical condition.

Around 11:30 a.m., Giancola pulled up in front of a house in Pinellas Park and asked residents where he could find women. The residents told him to go away, and Giancola drove away angry. He soon returned and crashed his car into their porch, injuring three women and one man. The women were taken to a nearby hospital, but the man refused treatment.

A witness jotted down the license plate of Giancola's maroon Ford sedan.

Giancola's vehicle also struck a 13-year-old boy on a bike. The boy's injuries were minor.

The boy, Kole Price, told local media that he was pedaling home after fishing that morning with his grandfather. The boy alleged that after the vehicle hit him, the driver intentionally ran into him again. The car backed up again and the boy hid behind a telephone pole and a Buddhist shrine that had been erected on the roadside.

"I think that guy was a nut job and he was like messed up or something," the boy told WTVT-TV in Tampa.

Officers said Giancola's mother and sister picked him up as he sat in his idling Ford outside the Egg Platter restaurant. They took him home, but he didn't stay, so they called deputies.

By that time, officers had spoken with victims who were able to communicate and had pieced together the name of the suspect, Barreda said. A police dog tracked Giancola to near a storage facility and that's where he was arrested.

?Dirty War? Tactic of Disappearances Reappears in Mexico

The War on Drugs is becoming another ?Dirty War? in Mexico, with the tactic of enforced disappearances reappearing as a commonplace occurrence in the country.

?Enforced disappearances in Mexico have happened in the past and continue to happen today,? the UN Working Group on Enforced or Involuntary Disappearances?stated during a presentation of its findings in March.

The UN Group noted that during the country?s first ?Dirty War?, which lasted from the late 1960?s to the early 1980?s, enforced disappearances was a systematic State practice used against students, indigenous peoples, peasants, activists and anyone suspected of being a critic or opponent of the government.

?While the Cold War provided the pretext to disappear social movement actors and people opposed to regimes, the War on Drugs again provides pretexts to disappear people opposed to government policies,? said Stuart Schussler, the?Mexico Solidarity Network?s?International Solidarity Coordinator. ?When you disappear people it?s a crime against the whole community and an assault on its social fabric. As a result, people become afraid to speak up and to organize.?

Now that this practice has reappeared in the country?s latest conflict, the UN notes that the cases of disappearances share the same patterns of widespread impunity, secrecy and lack of reparations and justice for the victims as in the past.

?The refusal of the authorities to recognize the true dimensions of this phenomenon and the involvement of public officials in these crimes ? whether by commission, omission, or collusion with organized crime groups ? has enabled this crime to spread to many parts of the country,? Amnesty International?stated in response?to the?UN?s findings.

Since President Felipe Calderon deployed the military to combat narco-trafficking in December 2006, over 50,000 people have been murdered?more than the death toll for the 11-year war in Afghanistan. According to Mexico?s?National Human Rights Commission, between 2006 and April 2011, 5,937 people have been reported lost or missing, while 8,898 murdered people remain unidentified. Much of this violence, which has been carried out by the Mexican government, military, and police, has been subsidized by U.S. taxpayers though the?Merida Initiative, a counter-narcotics policy modeled after Plan Colombia, which provides Mexico with $1.6 billion in aid that is supposed to have?human rights requirements.

?Instead of reducing violence, Mexico?s ?war on drugs? has resulted in a dramatic increase in killings, torture, and other appalling abuses by security forces, which only make the climate of lawlessness and fear worse in many parts of the country,??said?Jos? Miguel Vivanco, Americas director at Human Rights Watch (HRW).

The UN Group noted that groups targeted include women, migrant workers, human rights defenders and journalists. It also noted that although drug cartels are responsible for these acts, it received ?detailed documentation? that public authorities and military personnel are believed to be responsible for numerous cases.

HRW published?a report in November 2011?which supports these charges. The report documented 39 cases of disappearances where evidence ?strongly suggests? government involvement. It states: ?The cases follow a pattern: victims are arbitrarily detained by soldiers or police, their detentions never officially registered, and they are not handed over to prosecutors. In the immediate aftermath of such detentions, victims? relatives routinely seek information from security forces and justice officials, who deny having the victims in their custody.?

This lawlessness and failure to investigate and prosecute crimes was of great concern to the UN. In fact, 24 states in Mexico have not even criminalized the offense, while ?less than 25 per cent of offenses are reported and only 2 per cent result in conviction.?

?The victims of enforced disappearances have no faith in the justice system, prosecution services, the police or Armed Forces. The chronic pattern of impunity still exists in cases of enforced disappearance and sufficient efforts are not being made to determine the fate or whereabouts of persons who have disappeared, to punish those responsible and to guarantee the right to the truth and reparation,? the UN Group?s?report?stated. ?It would seem that Mexico is unwilling or unable to conduct effective investigations into cases of enforced disappearance.?

HRW?s Vivanco added that this leaves victims? families with the burden of searching for their loved ones. The UN also noted that the government has also consistently dismissed the crimes by suggesting that the victims were involved in illicit activities, much like how the victims of Cold War state terror in the region were often labeled communists.

Mothers from across Mexico marched to the nation?s capital this past Mother?s Day on?behalf of their loved ones?who have been disappeared to demand justice.

?For some it has been years, for others months or days, of walking alone, of clamoring in the desert of the hallways of indolent and irresponsible authorities, many of them directly responsible for (disappearances) or complicit with those who took (loved ones) away,? the?mothers? group said?in a communiqu?.

Haband plans to close its distribution center in Eatonton, Ga., putting 89 people out of work, reports the Macon Telegraph.
