The FCC chief believes that, as more towers expend their battery back-ups and the storm's continued presence, the situation's going to get worse before it gets better. He's also reiterated that users should avoid making non-essential calls and use e-mail or social media to avoid overloading the straining networks. Revealing a mini-supermassive black hole

ScienceDaily (Oct. 24, 2012) ? One of the lowest mass supermassive black holes ever observed in the middle of a galaxy has been identified, thanks to NASA's Chandra X-ray Observatory and several other observatories. The host galaxy is of a type not expected to harbor supermassive black holes, suggesting that this black hole, while related to its supermassive cousins, may have a different origin.

The black hole is located in the middle of the spiral galaxy NGC 4178, shown in this image from the Sloan Digital Sky Survey. The inset shows an X-ray source at the position of the black hole, in the center of a Chandra image. An analysis of the Chandra data, along with infrared data from NASA's Spitzer Space Telescope and radio data from the NSF's Very Large Array suggests that the black hole is near the extreme low-mass end of the supermassive black hole range.

These results were published in the July 1, 2012 issue of The Astrophysical Journal by Nathan Secrest, from George Mason University in Fairfax, Virginia, and collaborators.

The properties of the X-ray source, including its brightness and spectrum -- the amount of X-rays at different wavelengths -- and its brightness at infrared wavelengths, suggest that a black hole in the center of NGC 4178 is rapidly pulling in material from its surroundings. The same data also suggest that light generated by this infalling material is heavily absorbed by gas and dust surrounding the black hole.

A known relationship between the mass of a black hole and the amount of X-rays and radio waves it generates was used to estimate the mass of the black hole. This method gives a black hole mass estimate of less than about 200,000 times that of the sun. This agrees with mass estimates from several other methods employed by the authors, and is lower than the typical values for supermassive black holes of millions to billions of times the mass of the sun.

NGC 4178 is a spiral galaxy located about 55 million light years from Earth. It does not contain a bright central concentration, or bulge, of stars in its center. Besides NGC 4178, four other galaxies without bulges are currently thought to contain supermassive black holes. Of these four black holes, two have masses that may be close to that of the black hole in NGC 4178. XMM-Newton observations of an X-ray source discovered by Chandra in the center of the galaxy NGC 4561 indicate that the mass of this black hole is greater than 20,000 times the mass of the sun, but the mass could be substantially higher if the black hole is pulling in material slowly, causing it to generate less X-ray emission. A paper describing these results was published in the October 1st, 2012 issue of The Astrophysical Journal by Araya Salvo and collaborators.

The mass of the black hole in the galaxy NGC 4395 is estimated to be about 360,000 times the mass of the sun, as published by Peterson and collaborators in the October 20, 2005 issue of the Astrophysical Journal.

Previously, astronomers have found that observations of a large number of galaxies are consistent with a close correlation between the mass of a supermassive black hole and the mass of the bulge of its host galaxy. Theoretical models developed to explain these results invoke mergers of galaxies, and predict that galaxies without bulges are unlikely to host supermassive black holes. The results found for NGC 4178 and the four other galaxies mentioned run counter to these predictions, and may suggest that more than one mechanism is at work in forming supermassive black holes.

Three other X-ray sources were found in the Chandra image. If they are located in NGC 4178 they are likely to be binary systems containing a black hole or neutron star. The brightest of the three sources may be an intermediate-mass black hole with a mass that is about 6,000 times that of the sun.

The co-authors of the paper describing these results are Shobita Satyapal, and Mario Gliozzi, from George Mason University; Teddy Cheung, from the National Academy of Science in Washington DC; Anil Seth, from the University of Utah in Salt Lake City, UT, and Torsten Boeker from ESA/ESTEC in the Netherlands.

'Geoengineering' project was about salmon fishery

NOT so much climate hacking as ecosystem hacking. Dumping iron into the Pacific off the coast of Canada last July was done not to change the climate but to boost salmon numbers, says Russ George, the project's chief scientist.

The Haida Salmon Restoration Corporation has been at the centre of a media storm since The Guardian newspaper reported that the HSRC had "fertilised" the Pacific with iron. Iron fertilises plankton blooms, and can be used to cool the climate if the plankton sinks and traps carbon.

George says the project was begun by Old Massett village on the Haida Gwaii islands, which has been struggling to restore its salmon fishery. "The village has invested millions of dollars in its dreams of bringing its fish back."

They got the idea after dust from a volcanic eruption caused a plankton bloom, leading to record salmon runs in 2010 (Fisheries Oceanography, doi.org/jjb). An HSRC report says the iron dump caused an "immediate shift from scarcity to abundance in sea life".

George says the HSRC looked at selling carbon credits to recover costs, if the plankton bloom traps carbon, but this was not the main reason for dumping the iron.

The Canadian environment agency is investigating whether or not the dump violated its Environmental Protection Act, which permits only "legitimate research".

Currys & PC World in London to hold Windows 8 launch event

If you live in London and want to be one of the first to buy a Windows 8-based PC, you can head over to the Currys & PC World store on Tottenham Court Road on Thursday night. That's where a special midnight launch event for Microsoft's next OS will be held.

In a press release today, the owners of the store, Dixons Retail, announced that sales of Windows 8 PCs will start at that store at 12:01 am on Friday. The company will also be selling some HP-based PCs for a reduced price for that night only. The press release said:

The HP Pavilion G6 E2 with 6GB of RAM and a 750GB hard drive is selling for just ?249; the HP Envy A6 with 4GB RAM and 500GB of memory is down ?150 to ?349; the Envy M6 i5 with 8GB RAM and 1TB memory is ?300 off at just ?399; and the DV7 i7 with 6GB RAM and 1TB of memory is a massive ?400 off, down to ?599.

The first 300 people who buy a new HP PC at the store that night will also get a free pair of Beats Solo headphones, normally worth ?150. Currys & PC World is trying to make a true event out of this promotion, offering people who show up a chance to use Windows 8 on a 60 inch touch screen. While big, that's still not as large as Microsoft's own 82-inch Windows 8 display that it showed off earlier this year.

The store also promises to feed people who show up with "warming cups of tea and coffee as well as hot comfort food such as doughnuts and sausage rolls. "

Exercise the body to keep the brain healthy, study suggests

ScienceDaily (Oct. 22, 2012) ? People who exercise later in life may better protect their brain from age-related changes than those who do not, a study suggests.

Researchers found that people over 70 who took regular exercise showed less brain shrinkage over a three-year period than those who did little exercise.

Psychologists and Neuroimaging experts, based at the University of Edinburgh, did not find there to be any benefit to brain health for older people from participation in social or mentally stimulating activities.

Greater brain shrinkage is linked to problems with memory and thinking and the researchers say their findings suggest that exercise is potentially one important pathway to maintaining a healthy brain both in terms of size and reducing damage.

The researchers also examined the brain's white matter - the wiring that transmits messages round the brain. They found that people over 70 who were more physically active had fewer 'damaged' areas - visible as abnormal areas on scanning - in the white matter than those who did little exercise.

Additionally, the researchers from the University of Edinburgh found that the over-70s taking regular exercise had more grey matter - the parts of the brain with nerve cell bodies.

The Edinburgh team used MRI scans to measure the volume of brain tissue and the volume and health of the brain's white matter in almost 700 people.

They studied levels of physical activity which ranged from moving only for necessary housework to more strenuous forms of exercise such as keep-fit or taking part in competitive sports.

Scientists also recorded whether or not the participants - all aged over 70 - took part in mentally stimulating activities such reading and participating in social groups.

Dr Alan Gow of the University of Edinburgh's Centre for Cognitive Ageing and Cognitive Epidemiology who led the research, said: "Our results suggest that to maintain brain health, physical activity may be more beneficial than choosing more sedentary activities. We are excited by the next stages of this research as we seek to understand more about what might underlie the effect, but in the meantime, increasing physical activity - even a short walk each day - can only be encouraged."

Professor James Goodwin, Head of Research at Age UK who fund the Disconnected Mind research project, said: "This research is exciting as it provides vital clues as to what impacts the way our brain ages and how we could tackle mental decline. If we can establish definitively that exercise provides protection against mental decline, it could open the door to exercise programmes tailored to the needs of people as they age.

"We already know that exercise is important in reducing our risk of some illnesses that come with ageing, such as cardiovascular disease and cancer. This research reemphasises that it really is never too late to benefit from exercise, so whether it's a brisk walk to the shops, gardening or competing in a fun run it is crucial that, those of us who can, get active as we grow older."

Infopolicy:?In a welcome gesture on October 16, Dr. Richard Stallman made a public note supporting the Swedish Pirate Party?s position regarding trademarks, patent monopolies, and copyright monopolies.

The article summarizing the party positions has been posted here earlier in a translation from a Swedish original. In a nutshell:

  • Patent monopolies are counterproductive to innovation, and the entire patent system needs to go. Only the pharma industry needs re-regulation, which can be accomplished by opening up research from today?s healthcare subsidies and still saving tax money.
  • Trademarks are okay as long as they protect consumers from fraud, etc, but never okay when they punish consumers.
  • The copyright monopoly needs to be cut down to a baseline commercial-use monopoly of five years, extendable to 20 years through registration, and remixes are always ok, while digital restriction mechanisms are never so.

This is a large step forward in the long-standing discussion between the Pirate Party movement and the Free Software movement about the effect of copyright reform on the GPL and free software. Several activists have worried about the standing of free software and the GPL, which depends on copyright monopoly law for its enforcement of code freedom, when that mechanism is weakened ? but Dr. Stallman has previously pointed out that it is a feature of the GPL that it scales with the strength of the copyright monopoly laws.

Additionally, as registration of a work is required to extend the baseline commercial monopoly to 20 years in the Swedish Pirate Party?s position, this provides a possible future legal hook for source code escrow mechanisms ? for the source code to be made public on expiration of the monopoly ? in exchange for the state granting an extension of the commercial monopoly. This hook isn?t present in today?s legal framework.

With Dr. Stallman?s note of agreement with these positions, I believe that this discussion will make it possible for our movements to align against the external threat, and also that such an alignment is necessary for a long-term victory for the freedom to code, create, and innovate without asking permission.

Dr. Stallman rightly points out, however, that it is unfortunate to describe the three laws of trademarks, copyright monopolies, and patent monopolies (and no other laws) in the same article, as it reinforces the counterproductive idea that these unrelated laws should be grouped together.

IsraHell lobby groups press sat providers to ban Iran channels ...

Israeli lobby groups have reportedly contacted two communications satellite service providers to force them to take Iranian radio and television channels off the air following a recent ban on the broadcasters in Europe,Press TV?reports.

The lobbies have recently approached International Telecommunications Satellite Organization (Intelsat) and Hispasat ? a group of Spanish communication satellites ? and called on them to stop the broadcast of Iranian channels.

In a flagrant violation of the freedom of speech on Monday, European satellite provider Eutelsat SA ordered media services company Arqiva to stop the broadcast of several Iranian satellite channels including Press TV, al-Alam, Jam-e-Jam 1 and 2, Sahar 1 and 2, Islamic Republic of Iran News Network, Quran TV, and the Arabic-language al-Kawthar following an order by the European Commission.

The decision follows months of jamming of Iranian channels by European satellite companies.

This is while the European Union has denied claims by European satellite companies that it ordered the providers to take Iranian channels off the air saying that the companies have acted on their own accord.

McGovern an unwavering, often unrequited, liberal

CHAPEL HILL, N.C. (AP) ? George McGovern was an unwavering, often unrequited advocate for liberal Democratic causes. He pursued those goals in plainspoken, usually understated, Midwestern style. He was a dedicated, decent man, a devoted Democrat even when the party establishment turned away from him in defeat.

He wasn't good at political gamesmanship. He suffered his worst blunders when he strayed from straight talk in his doomed 1972 presidential campaign. It didn't fit the man and it shook the credibility he treasured.

McGovern was a partisan without the poison that increasingly infected American politics. In his career-long quest for programs to feed the hungry, in the U.S. and worldwide, he worked in partnership with Bob Dole, former Republican leader of the Senate where they'd both served.

During his years of political retirement ? he lost his South Dakota Senate seat in 1980 ? McGovern remained active, lecturing, teaching and writing. He even waged a token presidential campaign in 1984. He'd also run briefly for the 1968 nomination after the assassination of Sen. Robert F. Kennedy.

In his 2011 book, "What It Means to Be a Democrat" he summed up his credo:

"Above all, being a Democrat means having compassion for others. ... It means standing up for people who have been kept down ..."

That was the essence of his program during four terms in the House, three in the Senate, and a doomed and crushed presidential campaign in 1972. By the time he was nominated for the White House, McGovern had been marginalized by rivals in his own party, who argued that he was too far left to be elected. That probably was so, but President Richard M. Nixon was the overwhelming favorite against any Democratic challenger.

McGovern got just 37 percent of the vote to Nixon's 61, carrying only Massachusetts and the District of Columbia. Embittered, he considered whether to even stay in politics, especially as other Democrats made him a symbol of what ailed them and kept him off their stages. McGovernite became a label for losers. But he went back to the Senate, and within months he could joke ruefully about his landslide loss.

"I opened the doors of the Democratic Party and 20 million people walked out," McGovern later joked of his reform commission, which had broadened the nominating process, driven out the old party bosses and ultimately made the presidential primaries the arenas for choosing nominees of both parties.

There was nothing strident about McGovern; even when his words were harsh, his delivery tended to be bland. As a young man, he had been a warrior, and a heroic one. As a senator, he opposed U.S. involvement in Vietnam from the beginning, in 1963. Arguing in 1970 for legislation to cut U.S. war spending and force troop withdrawal, he offended his colleagues by telling them, "This chamber reeks of blood," vehement words delivered in the matter-of-fact McGovern style. His 1972 presidential campaign proposals included withdrawal from Vietnam, amnesty for draft evaders and steep cuts in the Pentagon budget.

For a time, he also advocated a $1,000 tax grant to every American to replace complex welfare and income support programs, saying the needy could spend it and the wealthy would pay it back in taxes. It came with no numbers, no estimate of the cost, although McGovern claimed, against arithmetic and logic, that it would balance out at zero. He dropped that idea, but the Republicans never did.

That spoke to one of his chronic political problems. He was an idea man, not a manager. Witness the uncontrolled chaos of his nominating convention, dramatized when assorted Democratic interest groups spent so much time talking that McGovern did not get to deliver his own acceptance speech until 2:48 a.m., long after the TV audience had gone to bed.

But one of his best-remembered, and most unfortunate, lines came later ? after his unvetted selection of Sen. Thomas Eagleton of Missouri as his running mate turned into a political disaster with the disclosure that Eagleton twice had undergone electric shock therapy for depression. McGovern said he was "1,000 percent" for Eagleton and wasn't dropping him from the ticket. But he had to. Then he had to shop for a running mate, with five Democrats declining before Sargent Shriver finally said yes.

So if there'd been any doubt about his outcome against Nixon, it was erased before the fall campaign even began. McGovern was frustrated because Nixon stayed at the White House and seldom campaigned at all. McGovern called him the most corrupt president in American history, as The Washington Post published a succession of Watergate disclosures. Nixon just denied it all.

The political pain would ease. More devastating was the death in 1994 of his daughter, Teresa, who had suffered mental illness and alcoholism, and froze to death in a snowbank near a bar where she'd been drinking in Madison, Wis. "You never get over it, I'm sure of that," he said. "You get so you can live with it, that's all." McGovern and his wife Eleanor, who died in 2007, had four daughters and one son.

McGovern wrote a book, "Terry," about his daughter's life struggle, the family impact and his own worry that his political preoccupations had somehow contributed to her troubles. He used the proceeds to open the Teresa McGovern Center in Madison to help others afflicted by addictions.

As a candidate, McGovern had to fend off conservative claims that he was weak on national defense, a naive peacenik ? that he had, according to the far right, shirked combat, which was a lie. He was a decorated World War II pilot with 35 combat missions in B-24 bombers.

It could have been a campaign asset, but he talked little about it. He did in a Labor Day speech: "I still remember the day when we were hit so hard over Germany that we were all ready to bail out. So I gave this order to the crew: 'Resume your stations. We're going to bring this plane home.' I say to you and to people everywhere who share our cause: 'Resume your stations. We're going to bring America home.'"

That last line became the standard closing of his campaign speech. But he didn't repeat the details of the mission that won him the Distinguished Flying Cross for safely landing his crippled B-24. Perhaps he should have said more about his service, he said later, "but I always felt kind of foolish talking about my war record ? what a hero I was."

That he did not was typical George McGovern.
